Exit Strategy in Cologne: what to know

The German endgame is scripted by § 23 EStG: hold privately for 10 years and the entire gain is tax-free. That single rule shapes strategy: buy quality you can hold a decade, finance with a 10-year fix, and let AfA shelter income along the way. At year 10+, three doors open: tax-free sale, refinance to extract equity for the next purchase (tax-free cash, interest again deductible), or simply hold the now-derisked cash flow.

In Cologne, prices moved +1.5% to +3.0% year-on-year (existing condos, Q3 2025 vs Q3 2024; new-build +4.5% YoY) in the latest data; whether a purchase now suits a 10-year horizon depends on the individual building and price, not on the vintage. Avoid the commercial-trading trap (more than three sales within five years) and remember prior AfA enlarges taxable gains only on early exits: after 10 years it was pure benefit.

The Cologne market in numbers

Cologne (North Rhine-Westphalia) has 1,100,076 residents. Existing apartments average around €4,280/m² (citywide range roughly €3,310–€6,310/m²), with new-builds at about €6,250/m². Average asking cold rent is about €14.7/m², putting the gross rental yield near 4.1%.

Price momentum: +1.5% to +3.0% year-on-year (existing condos, Q3 2025 vs Q3 2024; new-build +4.5% YoY). Prices rose to a 2022 peak (~€4,660/m² existing, KAMPMEYER), corrected about 5–10% through 2023–2024 (2024: €4,430/m², −4.7% YoY), and have been stabilising and rising again since 2025.

Vacancy: roughly 0.8% (CBRE-empirica-Leerstandsindex 2024, cited in Engel & Völkers Commercial Marktbericht Köln 2026). That is effectively full occupancy: supply scarcity drives both rents and letting speed.

Where to buy in Cologne

Innenstadt, Lindenthal and Ehrenfeld trade clearly above the city average; that is where investment demand concentrates.

Innenstadt (incl. Belgisches Viertel, Deutz): The historic and creative heart around the cathedral and the Belgian Quarter's cafés and boutiques: Cologne's most expensive and most liquid submarket. Apartments trade around €6,310–€8,140/m².

Ehrenfeld: Former working-class district turned Cologne's hippest quarter: street art, start-ups, media scene and strong gentrification-driven demand. Apartments trade around €4,890–€7,320/m².

Lindenthal (incl. Sülz): Green, upscale west-side district with the university, clinics and Stadtwald: classic family and academic territory with stable premium prices. Apartments trade around €4,840–€7,960/m².

Nippes: Lively, well-connected northern district with Altbau streets and a village-like market square, popular with young families priced out of the centre. Apartments trade around €4,290–€6,470/m².

Rodenkirchen: Leafy Rhine-side district south of the city with riverside promenades and villa quarters: quiet, affluent, strong owner-occupier demand. Apartments trade around €4,600–€7,450/m².

Mülheim: Right-bank regeneration story around Carlswerk and the Schanzenviertel media/tech cluster: entry-level prices with the city's strongest new-build momentum (+12.9% YoY new-build). Apartments trade around €4,030–€5,780/m².

The district bands come from separate sources and dates, so some sit outside the citywide range quoted above.

Taxes & buying costs in Cologne

Property transfer tax (Grunderwerbsteuer) in North Rhine-Westphalia is 6.5%. Add approximately 2% for notary and land registry (statutory GNotKG fees), so purchase costs come to about 8.5% of the price; buying through an agent adds the buyer's commission (typically 2.98–3.57%), while LDP purchases carry no additional broker fee (Maklerprovision) on top of the price. For a standard profile German banks do not finance these costs.

Held privately, the property can be sold tax-free after the 10-year Spekulationsfrist; before that, gains are taxed at your personal rate. Depreciation (AfA) shelters rental income: 2% p.a. for buildings completed 1925–2022 (2.5% before 1925), 3% for buildings completed from 2023, and qualifying new projects started between October 2023 and September 2029 can choose 5% degressive depreciation instead of the linear rate.

General information, not tax advice. LDP Group gives no tax advice: the tax structure is set by the tax firm Helm & Partner (Steuerberater) before the notary date, and LDP prepares the purchase figures and coordinates.

Cologne is a designated tight housing market: the Mietpreisbremse caps new-lease rents at roughly 10% above the local comparative rent (Mietspiegel), and the reduced Kappungsgrenze limits in-tenancy increases to 15% within three years. Factor the achievable regulated rent, not the asking-rent headline, into your underwriting.

Frequently asked questions

Can I sell to my own company before 10 years?

A sale to your own GmbH is a taxable disposal at market value: it triggers the very tax you're avoiding, though it can still make sense to reset AfA basis in growth scenarios. Model with a tax adviser; never improvise entity moves near the 10-year line.

Can foreigners buy investment property in Cologne?

Yes. Non-residents can buy property in Cologne without German citizenship or residency. Financing is available to expats and Blue Card holders; non-residents typically need 40–50% equity, while German tax residents usually bring 10–20% of the price (80–90% loan-to-value as standard, up to 100% with a strong income profile), plus the purchase costs in both cases.

What are the total buying costs in Cologne?

On top of the purchase price, budget 6.5% property transfer tax (North Rhine-Westphalia) and about 2% notary and land registry, so about 8.5% in total. Where an agent is involved, the buyer's commission (typically 2.98–3.57%) comes on top; LDP purchases carry no additional broker fee.

What rental yield can I expect in Cologne?

Gross yields in Cologne average around 4.1%, lower in prime locations like Innenstadt.

How much is property per square metre in Cologne?

Existing apartments average about €4,280/m² to buy and roughly €14.7/m² cold rent per month, varying significantly by neighbourhood and condition.
